Re: Cost Management Review
Dear Sir,
I refer to the above, my correspondence of the 3rd February and our review meeting on the 5th February.
You will be aware that the review process was identified as being one of an immediate nature within the settlement proposals brokered by the Labour Relations Commission on the 3rd September 2014.
It is perhaps unfortunate that those charged with the responsibility of running Iarnród Éireann appear determined to force practically every issue towards conflict. I would suggest that it is only a matter of time before staff will react to this continuous provocation.
It may even be that there is an agenda abroad designed to create such a scenario. However, the NBRU will endeavour, at least in the short term, to process issues through the agreed procedures; procedures it should be noted which have by and large stood the test of time.
The Company, having foot-dragged and frustrated the Cost Management Review process from the get-go, has now decided (review meeting 5th February) that there will in fact be no relationship between targeted savings beyond those required to deliver the five-year plan and the shortening of the duration below 25 months of the foregoing of gross pay element of the LRC Proposals.
It certainly would appear that the decision of the NBRU representatives to resign from the CMC was percipient to the point that they were able to foresee the one-sided nature of the management agenda with regard to how savings were to be realised and ultimately channelled.
I am now to advise that I am referring this issue to the Labour Relations Commission for immediate conciliation.
Yours Sincerely
